GCF Sub-Regional Dialogue with Fragile and Conflict Affected States in the Middle East

The Green Climate Fund (GCF) Sub-Regional Dialogue with Fragile and Conflict Affected States (FCAS) in the Middle East will convene government representatives, National Designated Authorities (NDAs), Accredited Entities, Delivery Partners, and regional stakeholders for an in-depth engagement on programming and readiness. This Dialogue aims to strengthen GCF–country collaboration and enhance access to climate finance in complex and vulnerable contexts. It will provide a strategic platform to address barriers to GCF access, advance the alignment of national priorities with GCF programming and investment objectives, and foster regional coordination, learning, and knowledge exchange.
At a critical juncture in the implementation of GCF’s second replenishment period (GCF-2), the Dialogue will take stock of progress and explore tailored approaches to support climate action and strengthening country ownership in the Middle East’s FCAS contexts tentatively including Iraq, Lebanon, Syria, Palestine, and Yemen. Through interactive country clinics, technical sessions, and peer-to-peer learning, participants will identify opportunities to strengthen readiness delivery, build institutional capacities, and accelerate impactful programming that enhances resilience and supports a more climate-secure future for the region and develop the pipeline for the countries.
