The evaluation of plans and projects within the GCF assessment criteria, requires proponents to develop a theory of change as part of the paradigm shift component. The GFC project proponents are being guided by the GCF programming manual, in which the ToC is view as a tool and methodology to map out the logical sequence of a project by first setting up the long-term project goals and objectives then mapping backwards to identify the necessary preconditions to meeting those goals, the project outcomes and outputs, as well as the assumptions under which the theory of change is developed. The iTAP has seen that the ToC in most of the GCF projects ends up being a compliance exercise, losing its power to take a reflective, critical and honest approach to answer difficult questions about how the projects efforts, might influence change, given technical, political, uncertainties and complexities that surround climate change.

‘Theory of change’ is an outcomes-based approach which applies critical thinking to the design, implementation and evaluation of initiatives and programs intended to support change in their contexts1. The webinar challenges the audience to recognize where theories of change can play a critical role in helping not just with project/program design but also in making it a participatory process from the beginning with relevant stakeholders and as a tool to support implementation, performance and evaluability. Theory of change inspires and support innovations and improvements in dynamic contexts. It encourages on-going questioning on how change happens and what might influence change, learning during implementation.
