Enhancing enabling environment to support the decarbonisation of Moroccan steel production through the application of green hydrogen

The current proposal aims to contribute to enhancing the enabling environment by advancing on capacity building of public and private sector as well as enabling key policy levers that will inform and improve the country's policy framework on steel production. For this, the proposed project will achieve this goal and overcome the identified barriers through three outcomes, which are community participatory, gender-responsive and socially-inclusive:

a. Strengthen the capacity of Moroccan stakeholders relevant for the application of green hydrogen in industry and in steelproduction, including policymakers through engagement activities, capacity building, knowledge dissemination and development of studies and documents. These activities will address the lack of engagement, awareness and capacity of the government institutions as well as insufficient information for the production and application of green hydrogen in steel production.

b. Support in the development of pre-feasibility assessments for domestic hydrogen use in steel production as well as further analyses of environmental, social and water related implications. These activities will address the lack of feasibility studies and information on the environmental and social impact that the application of green hydrogen in steel production.

c. Develop one high quality Project Concept Note for a large-scale project on the production of green hydrogen and its application in steel-based industrial clusters. This would also contribute to the lack of bankable projects and projects concepts for DRI/EAF in Morocco.
