Operationalization of AML/CFT Standards

Operationalization of AML/CFT Standards

The objective of the Green Climate Fund (GCF) is to contribute to the achievement of the ultimate goal of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the GCF will promote the paradigm shift towards low-emission and climateresilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
The GCF is committed to the highest ethical standards regarding Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT) consistent with the Financial Action Task Force (FATF) recommendations in its “International Standards on Combating Money Laundering and the Financing of Terrorism & Proliferation.” The AML/CFT Policy (the Policy) of the Fund aims to safeguard against Money Laundering (ML) and the Financing of Terrorism (FT). The Policy outlines the principles and minimum standards of internal AML/CFT controls which should be adhered to by the GCF to mitigate reputational, regulatory, legal and financial loss risks.
The AML/CFT Standards (the Standards) set the minimum and mandatory standards to prevent, detect, and investigate money laundering and financing of terrorism, and to control and manage related risks.  The Policy and the Standards shall be operationalized by standard operating procedures (SOPs) to be developed by the Secretariat and the Independent Integrity Unit (the IIU).
