Strengthening the Ecosystem of Public and Private Actors that Provide Climate-Aware Technology, Services and Support to Agricultural Producers in Jordan

Past readiness support in Jordan has increased awareness of the need for greater climate finance for adaptation, yet momentum to utilize innovative public and private investments to mitigate the impacts of climate change in the agri-food system remains nascent. Building capacity of key agri-food system actors is needed to enable greater understanding and utilization of innovative financial models and risk reduction techniques that can leverage greater climate finance in the system. Jordan’s critical natural resource constraints, compounded by climate change present an untenable future for agriculture unless greater finance can be unlocked for adaptation measures.  

This readiness proposal will contribute to the following overarching goal. Agriculture sector actors in Jordan have strengthened relationships and improved capacity that allows greater amounts of blended resources (public and private) to finance adaptation solutions in the agri-food system. By attracting more climate finance, the sector can enhance its resilience and promote sustainable practices that mitigate negative climate change impacts on productivity and livelihoods. The primary objectives include capacity building for Ministry of Environment, Ministry of Agriculture, CVDB (the direct access applicant in Jordan) and a range of private sector and civil society actors in the agri-food system. Additionally, this readiness proposal has a key objective of preparing actors to access greater adaptation finance through the development of innovative financial and risk reduction models, conducting research and developing a concept for future finance. South-south learning exchanges have been designed to adapt innovative ideas to Jordan’s context and share lessons learned across key public and private actors. Finally, opportunities for coordination and idea exchange with GCFs funded and pipeline projects are already being explored and will be integrated into the learning agenda of this readiness proposal to enhance project implementation and effectiveness. 

Direct Beneficiaries of this readiness proposal include Ministry of Environment (MoEn), Ministry of Agriculture (MoA), Cities and Villages Development Bank (CVDB), private sector finance institutions (including Agriculture Credit Corporation, Micro Finance Institutions, commercial banks and insurance institutions, agribusiness) and civil society actors focused on working directly with women, local communities or vulnerable groups.
